- 2 tablespoons vegetable oil
- 1 tablespoon paprika (preferably smoked)
- 2 bay leaves
- 1 teaspoon black pepper
- Salt to taste
- 2 liters (8 cups) water or fish stock
- 1 tablespoon tomato paste
- Juice of 1 lemon
- Fresh parsley, chopped, for garnish
