Khuushuur (Mongolian Fried Meat Pastries)

Ingredients

For the Dough
  • 3 cups all-purpose flour
  • 1 teaspoon salt
  • 1 cup warm water (approximately)
For the Filling
  • 1 pound (450 g) ground beef or lamb
  • 1 medium onion, finely chopped
  • 2 cloves garlic, minced
  • 1 teaspoon salt
  • 1/2 teaspoon black pepper
  • 1/2 teaspoon cumin (optional)
  • 2–3 tablespoons water (for juiciness)
For Frying
  • Vegetable oil for deep or pan frying

Instructions

  1. Prepare the Dough

    In a large bowl, combine flour and salt. Gradually add warm water while mixing until a soft, elastic dough forms. Knead for 5–7 minutes, cover with a damp cloth, and let rest for 30 minutes.

  2. Make the Filling

    In a separate bowl, mix ground meat, onion, garlic, salt, pepper, and cumin. Add a few tablespoons of water to make the mixture juicy and tender.

  3. Assemble the Khuushuur

    Divide the dough into small balls (about the size of a golf ball). Roll each one into a thin circle, about 5–6 inches in diameter. Place 1–2 tablespoons of filling in the center, fold the dough over to form a half-moon, and press the edges firmly to seal. You can crimp the edges for decoration.

  4. Fry the Pastries

    Heat oil in a skillet over medium heat. Fry each khuushuur until golden brown and crisp on both sides (about 3–4 minutes per side). Remove and drain on paper towels.

  5. Serve

    Serve hot, either on their own or with a side of fresh salad or pickled vegetables.
