Khuushuur (Mongolian Fried Meat Pastries)
Experience the bold and rustic flavors of Mongolian cuisine with Khuushuur, a beloved traditional dish featuring crispy fried dough filled with juicy, seasoned meat. Often enjoyed during festivals or family gatherings, these savory hand pies are a delicious taste of Mongolia’s nomadic heritage.
Ingredients
For the Dough
- 3 cups all-purpose flour
- 1 teaspoon salt
- 1 cup warm water (approximately)
For the Filling
- 1 pound (450 g) ground beef or lamb
- 1 medium onion, finely chopped
- 2 cloves garlic, minced
- 1 teaspoon salt
- 1/2 teaspoon black pepper
- 1/2 teaspoon cumin (optional)
- 2–3 tablespoons water (for juiciness)
For Frying
- Vegetable oil for deep or pan frying
Instructions
-
Prepare the Dough
In a large bowl, combine flour and salt. Gradually add warm water while mixing until a soft, elastic dough forms. Knead for 5–7 minutes, cover with a damp cloth, and let rest for 30 minutes.
-
Make the Filling
In a separate bowl, mix ground meat, onion, garlic, salt, pepper, and cumin. Add a few tablespoons of water to make the mixture juicy and tender.
-
Assemble the Khuushuur
Divide the dough into small balls (about the size of a golf ball). Roll each one into a thin circle, about 5–6 inches in diameter. Place 1–2 tablespoons of filling in the center, fold the dough over to form a half-moon, and press the edges firmly to seal. You can crimp the edges for decoration.
-
Fry the Pastries
Heat oil in a skillet over medium heat. Fry each khuushuur until golden brown and crisp on both sides (about 3–4 minutes per side). Remove and drain on paper towels.
-
Serve
Serve hot, either on their own or with a side of fresh salad or pickled vegetables.

Khuushuur is best enjoyed fresh and hot, accompanied by a cup of suutei tsai (Mongolian milk tea). These crispy, juicy meat pastries make a perfect snack or main dish, bringing the warmth of Mongolian hospitality to your table.
Crispy on the outside and tender within, Khuushuur captures the essence of Mongolian comfort food — simple ingredients transformed into something truly special. Whether shared with friends or savored alone, each bite offers a taste of the Mongolian steppe.
