Rinse the bulgur wheat in cold water and drain well. Soak it in ice-cold water for about 10 minutes until it softens. Then, squeeze out any excess water.

2. Make the Kibbeh Shell:

In a food processor, combine the drained bulgur wheat, ground meat, finely chopped onion, ground cumin, ground allspice, salt, and pepper. Blend until you achieve a smooth, dough-like consistency. If the mixture seems too dry, add a tablespoon of ice-cold water at a time until it becomes pliable.

3. Prepare the Filling (Optional):

If you wish to add a filling, sauté the finely chopped onion in a pan until translucent. Add the ground meat and cook until browned. Stir in ground cinnamon, salt, and pepper. If desired, add pine nuts and cook until they are lightly toasted.

You can choose to fry the kibbeh in hot oil until they turn golden brown and crispy or bake them in a preheated oven at 375°F (190°C) for about 25-30 minutes, or until they are cooked through and lightly browned.
